Health & Social Care

The integration of adult health and social care is part of the Scottish Government’s programme of reform of public services designed to improve outcomes for people and the communities in which they live.

PKAVS Third Sector and Volunteering Hubs have been working closely with partners around Health and Social Care Integration since 2013.  As a Third Sector Interface, our role is to connect, develop and enable third sector groups and organisations with an interest in improving health and wellbeing in Perth & Kinross to be involved in integration developments.  

We strive to connect the third sector into our health and social care partnership around diverse themes such as joint strategic planning and commissioning, organisational development, coproduction, community engagement, locality working, volunteering and quality assurance.

Our Health and Social Care Partnership set out its commitment to change the way it supports and delivers health and social care services over the next 3 years in its Strategic Commissioning Plan 2016-19. The third sector was involved in shaping the plan and will be a key partner in its implementation and ongoing monitoring and review.

In September 2015, Robert Packham took up the new post of Chief Officer for the Perth and Kinross Integration Joint Board for health and social care, the body is now taking forward integration work. The Chief Officer and the Integration Joint Board are overseeing the arrangements for the integration of adult health and social care services provided by NHS Tayside and Perth & Kinross Council, including those delivered in partnership with local Third Sector organisations.

The Integration Joint Board is made up of local elected members, non-executive members of NHS Tayside Board, Third Sector, Carer and Service User representatives and officials from NHS Tayside and Perth & Kinross Council.

The Third Sector has been included through PKAVS Third Sector & Volunteering Hubs as the Third Sector Interface.  Helen MacKinnon, Chief Officer - Third Sector Interface, is the Third Sector representative on the Board and reports to a forum of Third Sector organisations in her role. Helen is also a member of the Chief Officers Group which comprises the senior leads within the health and social care partnership.

As integration evolves, PKAVS is working with our statutory partners and the Third Sector to support the deepening involvement of Third Sector and local communities in the integration agenda.

The main conduit between the Integration Joint Board and the Third Sector is a Third Sector Health & Social Care Strategic Forum.

Our Third Sector Health and Social Care Strategic Forum was established in June 2014 and has 93 individual members comprising staff and volunteers from 32 Third Sector groups and organisations operating in Perth and Kinross. Please click here for the Forum membership list. 

The Forum is open to any third sector organisation contributing to, or with an interest in, health and wellbeing outcomes in Perth & Kinross. Terms of Reference for the Forum is available in here.

The Forum meets every 4-6 weeks to consider key business for the health and social care partnership such as the Integration Joint Board papers and to enable dialogue between third sector colleagues about key topics relating to integration.
